Amendments may be initiated by the city council, the city planning commission, the
community and economic development department, or any person, firm, organization,
or corporation. Petitions for amendments shall be filed with the city clerk. No amendment
to this article shall become effective until the city council has held a public hearing
at a time and place to be determined by the city council.
