§ 14-10-7. Appointment of board of directors and their successors; terms.

  • (a)

    At the earliest possible time, the mayor shall cause an advertisement to be placed in media which either have wide circulation or significant penetration within the empowerment zone for the purpose of soliciting candidates for the board of directors of the corporation. Such advertisement shall:

    (1)

    Be targeted to reach those individuals who meet the minimum qualifications delineated in section 14-10-6 of this Code;

    (2)

    Be in languages and formats which will reach identifiable populations within the central region, the east region, and the southwest region of the empowerment zone;

    (3)

    Require submission of such applications by a specific date; and

    (4)

    Be posted in public places.

    (b)

    After the close of the deadline for submission of the applications, the empowerment zone coordinating council shall recommend a list of candidates to the mayor for the respective positions on the board of directors. Subject to the approval of the city council, the mayor may appoint those individuals whom he deems fit to serve as members of the board in the event that either the mayor decides not to appoint specific candidates or the city council rejects specific candidates, such names will be returned to the empowerment zone coordinating council to repeat this process until all positions on the board of directors are filled.

    (c)

    The initial terms of the members of the board of directors shall be two (2) years for sixteen (16) of the members, three (3) years for seventeen (17) of the members, and four (4) years for seventeen (17) of the members. All subsequent appointments or reappointments shall be for a term of three (3) years.

    (d)

    In the event that there is a vacancy, within sixty (60) days thereof, the board of directors shall recommend for appointment a list of candidates to the mayor to fill the position. Subject to the approval of the city council, within thirty (30) days of receipt of such list, the mayor may appoint individual whom he deems fit to serve as a member of the board. In the event that the mayor decides not to appoint any of the candidates on such list, those names shall be returned by the mayor to the board of directors within the thirty (30) day period to repeat this process until such position on the board of directors is filled.
