It is the intent of City Council that this article be liberally construed for the
purpose of providing a sanitary and satisfactory method of storage, preparation, collection,
transport, disposal and placement of municipal solid waste, and for the maintenance
of public and private property in a clean, orderly, and sanitary condition to ensure
the peace, health, safety, and welfare of the People of the City of Detroit.
