The Detroit Property Maintenance Code shall be construed to secure its expressed intent,
which is to ensure the public health, safety, and welfare insofar as they are affected
by the continued occupancy and maintenance of buildings, premises, and structures
within the City. Existing buildings, premises, and structures that do not comply with
this article shall be altered or repaired to provide a minimum level of health, safety,
and welfare as required by this article.
