No person shall establish, operate or maintain a store or place for the purpose of
buying, selling, exchanging, bartering, offering for sale or keeping with the intention
of selling, bartering or exchanging any housewrecking material, secondhand building
material or secondhand building and household appliances and appurtenances without
a license from the city, as provided in this division.
