No person shall engage in the business of buying or selling any secondhand jewelry,
used silverware, or other secondhand manufactured article, composed wholly or in part
of gold, silver, platinum or other metal, nor shall any person engage in the business
of buying and selling old gold, silver, platinum or other metal without having first
procured a license from the city for such purpose, and a certificate of registration
from the police department pursuant to Public Act No. 95 of 1981 [MCL 445.4891 et
seq.].
