Every secondhand dealer shall make out, every week day before the hour of 10:00 a.m.,
on a blank form to be furnished by the police department or the consumer affairs department
for that purpose, a legible and correct copy of the record required to be kept, containing
the particulars of all purchases of such articles on the preceding business day, and
shall, upon the request therefor, deliver such copy of such record to the chief of
police or any authorized representative, or to the consumer affairs director or any
authorized representative, as applicable.
