By virtue of obligations and authority placed upon the board of water commissioners
of the city by the Federal Water Pollution Control Act of 1972 (Public Law 92-500),
as amended, the State of Michigan Act 245 of 1929, as amended [MCL 323.1 et seq.,
MSA 3.521 et seq.], and the National Pollution Discharge Elimination System Permit
No. MI 0022802, existing or future contracts between the board of water commissioners
of the city and suburban communities or other governmental entities, or by virtue
of common law usage of the system, this division shall apply to every user whose wastewater
is treated at a treatment plant of the board of water commissioners of the city.
